Connecticut VINE and VINELink provide a free, confidential path to custody status and criminal-case notifications. The service matters in Tolland County because there is no county sheriff roster and no official 24-hour or 72-hour release list. Coverage should be matched to the agency. Osborn Correctional Institution and Cybulski Community Reintegration Center are CT DOC state facilities. A VINE result tied to state correction custody can alert a user to a change, while CT DOC remains the source for the correction record. Someone held after a short police arrest may have a different case path. Federal prison custody is checked through the Bureau of Prisons locator, and immigration detention is checked through ICE. VINELink does not replace either federal locator.
VINE is a notice and status tool. It is not a full historical release archive. It may not provide sentence computation, full movement history, a complete court disposition, a booking photograph, or every parole condition. Those records belong with CT DOC, the Judicial Branch, or the Board of Pardons and Paroles.
Search a Tolland Inmate on VINELink
Use the Connecticut state page and search for a specific person. An identifying number is helpful when available. A name alone can produce more than one match, so compare the date of birth, agency, custody facts, and related CT DOC or court information. Do not select a record just because the name looks familiar.

- Choose the person search. Enter the name or identifying number supported by the current interface.
- Review every candidate. Compare date of birth, agency, case details, and custody details before opening the record.
- Read the custody status. Note the agency and whether the record shows active custody, a custody change, or available notification options.
- Cross-check identity. Match the result to CT DOC Inmate Information or the court case before treating it as the correct person.
A released result may show a release or custody-change statement. It may also stop showing an active custody record, depending on feed timing. The absence of an active result is not a complete release record. It can reflect timing, a coverage boundary, a protected record, or custody in another system.
Tolland VINELink Release Fields
The exact interface can vary, so rely only on fields displayed in the matching record. Connecticut research supports identity, agency, custody status, case or custody detail, and notification options as the core VINE functions. A result should be read as a status snapshot. It should not be expanded into facts that the service does not show.

VINE does not necessarily show the minimum, maximum, and estimated release dates that may appear in CT DOC information. It also does not supply the full correctional history or final court disposition. For a state inmate, those date and sentence facts should be checked in the DOC record. For a recent arrest, use the Judicial Branch docket and the arresting agency.
Note: A VINE custody change is a prompt to verify the official record, not a substitute for the release or discharge document.
Register Tolland Release Notifications
Registration begins inside the matching person's record. Choose “Get Notified” or the equivalent option presented by VINELink. Available methods may include phone, email, text, or another method shown by the current service. Enter only the contact details requested by the interface. The notification is tied to that record, so identity review must come first.
- Select the matching record. Recheck the agency and identity details before registering.
- Choose the notification control. Use the option labeled for alerts or notifications in the active interface.
- Pick a contact method. Enter a phone number, email address, text number, or combination when those choices are offered.
- Create a PIN if requested. Phone notification workflows may use a PIN to acknowledge a call.
- Complete confirmation. Follow the verification step displayed by VINELink and keep any required PIN.
- Verify each alert. Check CT DOC or the court record after a release, transfer, or other custody notice.
A notification can arrive before another public page changes, or the reverse can occur. That difference does not make either page a three-day roster. It shows why notices and official records serve different purposes. Keep the registration details current so the service can send the selected alert.
Confirm Tolland VINELink Releases
After a release alert, identify what kind of event occurred. A person who left Osborn or Cybulski may have been discharged, released to parole or special parole, moved to a community program, or transferred. Search CT DOC by inmate number when possible. Compare status, current location, estimated or maximum release dates, special parole end date, and detainer. An “Estimated Release Date” is a projection. A “Special Parole End Date” is the end of a supervision term. Neither label alone proves the day prison custody ended.
Use the Connecticut Judicial Branch criminal lookup to confirm the case outcome. The statewide conviction search can be filtered to Tolland Judicial District or Rockville Geographical Area 19 where appropriate. Pending cases and daily dockets can be more useful for a short arrest that ended before DOC intake. A court disposition can explain bond, dismissal, sentence, or another case event, but it does not replace the custody agency's release record.
If the public tools remain unclear, ask CT DOC External Affairs FOI for existing incarceration dates, movement history, release or discharge date, and the release type if public. A narrow request is more useful than asking the agency to explain every possible status.
Tolland VINELink Search Limits
Several limits can produce a missing or incomplete result. CT DOC warns that its public inmate information is updated daily and may not reflect current status at the moment of a search. It also excludes youthful offender information and people held on behalf of federal immigration authorities. VINE is based on participating source data, so its notice timing and public display can differ from the DOC database.

The Connecticut sex offender registry is a separate channel for people whose offenses require registration; it is not a general list of released inmates. When none of the public sources resolves a state release, CT DOC Public Information or FOI is the proper fallback.
Tolland Victim Release Notifications
Connecticut has a second notification layer in addition to the public-facing VINELink interface. Under Connecticut General Statutes Section 18-81e, DOC provides release or transfer notice to victims who requested notification and supplied current contact information. This statutory process is purpose-specific. It is not a public Tolland County recent-release list, and it should not be treated as a way to browse all releases.
The distinction is useful. VINELink offers a status and registration interface for following a matching record. The statutory DOC process governs notices to eligible victims who have enrolled through the required route. CT DOC, the court docket, and BOPP remain the record sources when someone needs a written date, disposition, or parole decision. Each tool has a separate role.

Tolland Registry and VINELink Releases
The Connecticut sex offender registry is a separate public channel for people whose qualifying offenses require registration. The Department of Emergency Services and Public Protection says its registry can show a last-known address, physical description, and offense details. Those fields serve a different legal record system. The registry does not cover every released person and must not be read as a Tolland County jail release list.
A custody release may lead to a registry update when registration rules apply, but the two events should still be verified on their own terms.
